The discussion
programme was
organised by
Connect for
Change and
Nepalese
Doctors
Association UK
in partnership
with Himalayan
Development
International
(HDI) which
has been
established to
work for the
collective
benefit of
Nepalis living
in the UK and
Nepal.
“I was also
able to give a
talk on
learning
disability to
doctors from
the Institute
of Medicine,
meet up with
the parents of
children with
learning
disability at
Navajyoti
Kendra and
answer their
queries,”
added Dr.
Karki. “I have
realised that
we have so
much to offer
to our people
and nation by
taking up
volunteering
placements”.
Similarly, Dr.
Arun Kumar Jha
also shared
his experience
of training
Nepalese
doctors on
providing
health care to
the elderly
and people
with dementia
and memory
problems.
“These are the
areas where
Nepal needs
support and we
have been
giving that
support by
taking time to
become a
volunteer,”
said Dr. Jha
sharing his
experience of
running
memory and
mental health
training
workshops for
doctors and
community
health workers
in Nepal.
“We have plans
to develop
more
substantial
programmes to
share our
skills and
expertise with
out Nepalis
colleagues,”
he added that
“together with
his colleagues
Dr. Prasanna
Gautam and Dr.
Shambhu Nath
Adhikaree they
have already
organised
three three
training
programme on
healthy ageing
for Nepalis
doctors and
social carers
in Kathmandu,
Biratnagar and
Nepalganj.
On the
occasion Ajita
Simkhada and
Indira Basyal,
two Nepalis
nurses
currently
working in
National
Health Service
(NHS) in the
UK also shared
their
experience of
working as a
volunteer in
Nepal.
“We had not
imagined that
it would be so
motivating,”
they said.
“These days we
talk about
the programme
wherever we
go”.
The
interaction
programme was
divided into
two sessions.
First session
of the
programme was
chaired by Dr.
Karki which
witnessed the
presentations
from Dr. Jha
and Indira
Basyal. The
second session
which started
after lunch
was chaired by
Dr. Jha. In
this session
Dr. Karki and
Ajita Simkhada
shared their
volunteering
experiences.
The
highlight of
the
interaction
programme,
however, was
the group
discussion on
mental health
needs in Nepal
and memory
problems
amongst
Nepalis
elderly
population.The
first group
discussed
about mental
health
problems
amongst
Nepalis in the
UK, whether
there was a
National
Mental Health
Policy in
Nepal, and how
can the
Nepalis in the
UK contribute
to Nepalis
mental health
services.
Similarly,
second group
discussed
about common
health
problems among
the elderly,
how common was
memory problem
among the
elderly
population and
whether there
was any
dementia
service in
Nepal and how
they can
contribute to
it.
Representatives
from each
group later
shared their
findings.
There were 50
participants
who came from
diverse
backgrounds
including the
president and
office bearers
of NRN UK,
Association of
Nepalis Nurses
in the UK,
VSO, student
association
and the
journalists.

Under the active leadership of Dr Achyut Dhital ( NDA (UK) Chairman:
Year 2000-2001), members contributed a sum of £4009.00 towards
establishment of a fund for "Ramji Gautam Memorial Award". This Fund
was, then handed over to Institute of Medicine, Maharajgung, Kathmandu
in 2002 and deposited in a fixed account. An interest from this fixed
deposit has been set up for an award for the

most post graduate candidate in MD in Anaesthesiology.

Immigration update, July 2009

Following the
recent
decision to
allow some
international
doctors with
specialty
training job
offers the
opportunity to
take up their
posts under
the Tier 2
immigration
category
without the
resident
labour market
test being
satisfied; the
Department of
Health has
issued
instructions
to doctors and
employers on
how to
complete the
Tier 2
application
forms
correctly.
The guidance
issued relates
to doctors in
this year’s
recruitment
round only who
would
previously
have applied
to Tier 1 for
further leave
to remain in
the UK to
enable them to
take a
specialty
training post.
The guidance
includes the
following
instructions
to employers
(Tier 2
sponsors) on
how to
complete the
certificate of
sponsorship
correctly. In
Section 8 of
the
Certificate of
Sponsorship -
'have you met
the resident
labour market
test?'
employers must
tick the box.
In Section 9
of the
Certificate of
Sponsorship -
'give details
of the
resident
labour market
test including
when and where
the post was
advertised’
employers must
insert the
following
wording -
'postgraduate
doctors and
dentists -
Foundation
Programme
completed -
exempt RLMT
for Tier 2'.
Doctors
completing
their Tier 2
application
forms must
follow these
instructions.
In Section 4 -
Attributes - K
Tier 2
(General) and
Tier 2
(Intra-Company
Transfer) - K1
- Certificate
of Sponsorship
(select
whether the
applicant is
claiming
points for
[tick one box]
only) they
must tick
'completion of
a resident
labour market
test by the

reason for
this is that
the caseworker
will award 30
points for
this. However,
the applicant
must also
ensure that
they secure
enough points
through
salary,
qualification,
maintenance
and English
language.
Doctors must
mark the front
of the
application
form very
clearly with
the following
text or attach
to the form a
separate sheet
of paper with
the following
text written
on it -
'Postgraduate
Doctors and
Dentists -
Foundation
Programme
Completed -
Exempt RLMT
for Tier 2'.
This must be
in either red
or black
marker and
should be in
bold
letters.
Once received
the UK Borders
Agency will be
able to
recognise
these
applications
and action
them first. If
the employee
does not mark
the
application in
the way
described then
it will
not
be processed
in time for
them to start
their rotation
on 5 August
2009.
Immigration
update, June
2009
There have
been recent
changes to the
Points-Based
System of
immigration
which have
potential
implications
for overseas
doctors
including
those who
studied at UK
medical
schools as
international
medical
students.
The
requirements
for applying
to the
highly-skilled
immigration
category (Tier
1) were
revised at the
end of March
meaning that
bachelor level
qualifications
no longer
secure any
points for new
applicants to
the Tier 1
category. This
means that
doctors are
unlikely to
secure enough
points to have
their
application
for leave to
remain/enter
under Tier 1
approved as
medical
degrees are
classified as
bachelor level
qualifications.
The BMA has
significant
concerns about
this change as
in effect it
will now mean
that
individuals
who graduated
from UK
medical
schools as
international
medical
students will
find it
extremely
difficult to
gain further
leave to
remain in the
UK to
undertake
postgraduate
medical
training
beyond the
two-year
Foundation
Programme.
The BMA wrote
in May to the
Immigration
Minister Phil
Woolas MP and
the then
Health
Secretary Alan
Johnson MP to
highlight the
implications
of the changes
on doctors.
The BMA has
now received
responses to
these letters
from both the
Home Office
and Department
of Health.
This
correspondence
confirms that
individuals in
the 2009
recruitment
round will now
have the
option of
taking up
their job
offers under
Tier 2 of the
Points-Based
System
immigration
without their
employer
having to
satisfy the
conditions of
the resident
labour market
test. The
changes apply
to this year’s
recruitment
round only.
Further
information is
not yet
available on
the process
that doctors
will need to
follow to
apply for
their Tier 2
status. The
BMA is
pressing for
further
guidance to be
issued as a
matter of
urgency so
that
individuals
can
successfully
apply for
further leave
to remain
under Tier 2
in sufficient
time for them
to take up
their posts as
scheduled in
August.
The BMA
remains
committed to
resolving this
situation and
to ensuring
that suitable
arrangements
are put in
place to
enable
overseas
graduates of
UK medical
schools
ongoing access
to future
postgraduate
medical
training
opportunities.

First Palliative Care Conference (Click) was
held on 19th of February 2009.The conference was organised by
Hospice Nepal, in collaboration
with NDA (UK). Chairman Dr

handed
over cash NRs 200000.00( £1,732.35)
to Dr Gangol- the chairman of the
Hospice Nepal
(Click) for sponsoring the conference.


Koshi
Flood Relief
In response to NDA (UK)'s appeal on " Koshi Flood Relief", NDA(UK) managed
to collect £ 1,712.00 from
members
contributions. Matching with
members contributions, NDA (UK) contributed £2,500.00
towards Koshi Flood
Relief. On 23rd of December 2008 NDA(UK) Chairman Dr Prasanna Gautam
personally
visited the flood area (mainly in Saptari district), Nepal and
distributed 2 warming blankets to each of the 550 families.

National seminar on "Healthy Ageing: Services for the older
people of Nepal"
NDA (UK) ,
collaborating with Connect for Change, Nepalese Diaspora volunteering programme,
organised
a three day national
seminar on Healthy Ageing: Services for the older people of Nepal on
15-17 January
2009.The seminar
was inaugurated by the Health Minister Honorable G M Pokharel. The inauguration
ceremony
was well attended by representatives from health
and DFID ministry, Planning Commission, TU, IOM and local NGOs.
There were
nearly 100 participants, almost half were doctors and nurses and other health
workers who were trained.
